You should ask some sub 4 women that you coach.
BiPro and pink lipstick.

Same way they ran 2:15, when the best doped up Russian topped out at 2:18 a decade later. Our countries are evidently full of heroes, whereas the Russians are the bad incompetent cheaters.
For evidence, watch Rocky vs. Drago.
They train harder!
You just have to be willing to work real hard.

They don't train harder or better than Russians
Posting this just to show the nationalities of all time performances
The top Russian time is at 6 at 3:52.47 in 1980
There are 5 top Russian times before the top US time
The top US time is at 22 at 3:56.29 in 2015-Rowbury
There are 14 top Russian times before the 2nd US Time
The second US time is at 57 at 3:57.12 in 1982-Slaney (Suggested Drug Use)
Many US runners haven't broken 3:57
I don't really know why UK 1500 marks are looped in with USA for your example
I could have missed out on a few things
All athletes should have evened up now after Paula's physio, Gerard Hartmann, inadvertently let slip the secret:
"She became the greatest female marathon runner in the world through incredible hard work, genetics and a relentless drive to be the best. [...] None trained harder than Paula, or were more fastidious in their preparations. Sometimes people who don’t know sport say that all elite athletes train hard. They do. But Paula trained harder."
C'mon gals, train harder!
Holmes is the only UK runner who ever challenged the Russians, and I suspect she was heavily doped in '04. The rest of the UK runners would never have made a Russian team, except Budd, who wasn't a real Brit, and almost certainly undoped.
# of times Russians went under 4 - 40
# of times Americans went under 4 - 10
also majority of Russians before 2000
majority of Americans under 4 (Rowbury, Simpson, Wurth-Thomas, Pierce) after 2000

Because they're smarter and don't get caught.
er...there are 319 million Americans and only 143 million Russians.
Female athletes from the UK and the USA belong to a different human species than female athletes from Russia.
Female Russians are only human, but the British and the American females are from some new super human species that have the magical ability to naturally increase testosterone and red blood cell production to any level they desire.
The Russians and the East Germans were conducting experiments for decades. These experiments involved millions of humans.
They would only select the finest female specimens that were willing to endure the most arduous training for their doping programs.
Yet the Russians and the East Germans still did not dominate.
We all know that British and American athletes would never cheat, and we all know that it is almost impossible to cheat drug tests; therefore, the British and the Americans are from a new super human race.
If you believe all that cr@p, then you are so dumb that you should be forced to wear a dunce cap for the rest of your life.
Systematic doping by female athletes in East Germany and Russia is 100% CONCLUSIVE proof that doping is part and parcel of British and American athletics.
Stupidity and corruption at the highest levels is the only reason this charade keeps going on.

But Russians are all Caucasian whereas Americans come from many different backgrounds.
If you look at only the Caucasian groups of the two countries then you have a more even playing field.
There are 196 Million Caucasians int he US compared to 143 Million Caucasians in Russia

Because it is a well established scientific fact that Russians are an inferior sub-human species that should be subjugated or possibly eliminated from the face of the earth.
OK.
There is one exception due to IAAF Rule EH 894875.33

She used to visit Hartmann. He must have let slip the secret about training harder.
Masterkova 4:12 mile. Do you know any American women who can run 4:12?
Hartmann is the original Healing Hans:
http://www.hartmann-international.com/Articles/1/The-Irish-Midas.aspx
"For injured world athletics stars all roads lead to Gerard Hartmann, the Irish physical therapist, a man with a golden touch. When elite athletes are struck down by injury he is the one they all want to see. [...] The top Kenyan runners call him daktari, or doctor in Swahili. [...] Over the past decade the 39-year-old Irishman has developed a reputation as someone who can cure injuries previously thought to be incurable. World record-holders and Olympic champions queue up to visit his clinic in Limerick. [...] His skilful hands were responsible for Kelly Holmes being in Sydney last September. [...] He has resurrected the careers of athletes such as Liz McColgan, Moses Kiptanui and Khalid Khannouchi. Others, such as Paula Radcliffe and Sonia O ' Sullivan, cannot, it seems, finish an interview without mentioning his name. Athletes bombard Hartmann ' s office with thank you cards and gifts. Douglas Wakiihuri, the Kenyan who won world and London Marathon titles in the late 1980s, once sent a thank you message to his daktari, which read: " I will always run to your healing hands. [...] He emphasises his incredible capacity for work. " It's like the top cyclists, " he said, using famous Irish riders such as Sean Kelly and Stephen Roche as examples. "You only see the flashing wheels and bright jerseys. Similarly people see the Gerard Hartmann sign on the outside of this building, but they don't see the graft that goes on inside." [...] His first experience in treating Olympic champions was with swimming gold medallists. But US Olympic track athletes Denis Mitchell, Mark Everett and Joetta Clarke were students at the university and soon Hartmann ' s career mushroomed and he was treating some of the world's top athletes. [...] His clinic in Florida prospered and in 1992 he worked with the US relay squad at the Barcelona Olympics along with his private patients which included Scotland's Liz McColgan and Ireland's Frank O'Mara, Marcus O'Sullivan and Sonia O'Sullivan."
Gerard graduated from the Ireland University of Leprechaun Physical Therapy.
(Paula believes in leprechauns!)
Unfortunately…the Irish leprechauns do not believe in Paula.
