How would a resort town of 8,000 people, entirely dependant (in its current form) on tourism, become anything like Portland?
I'm from the PNW and live in a ski town. There isn't much of a lifestyle overlap like that.

Bellingham, WA. No joke.
Ugh. Don't do this; don't ruin Bellingham too.
I hear Brooklyn, NY is on the come up. Get in before people start to find out!
I'd live there just for the potato doughnuts.
Could it be Cleveland?
My brother lives in Miami. Miami was the place to be in the 1980/1990, early 2000s but then the financial crisis hit, and his house tanked, etc. THEN came LeBron James into town.
LeBron James' impact on MIami was amazing. By the end of his first title run, his house went up 10-15%.. by the end of his 4th NBA Final, his house was now worth 100% more than he purchased it. Just amazing.
Basically LeBron set up MIami again for success.. made it fun and sexy again to invest. Just amazing.
Could the same happen in Cleveland? Start noting home prices rise and businesses increase.

Are you insinuating Boise? I was thinking about moving there.
I lived near Boise for 3 years before moving to Portland, where I've now lived for 4 years. Boise was great, but my heart had been set on Portland since I was about 10 years old.
Boise has an active and outdoorsy community. It has good places to run, so I was surprised there weren't more elite/sub-elite/top collegiate runners there (other than Emma Bates). Sure it gets cold in the winter, but I survived and I'm from Texas! I doubt it's as bad as Colorado or Wisconsin as far as cold and snow.
The main drawback for me is that Boise is very isolated. It's a long drive to go to the coast, Seattle, Portland, Eugene, etc.

Asheville NC. In 2008 I was thinking about moving there and $200k would get you a nice 2,000 sq ft home. Prices have gone way up since then and will continue to rise I think
