If tour ferritin is below 40 and you're a serious runner, then your running will be adversely affected. 3 is severely anemic. Take iron (as ferrous sulfate) every day and things will turn around in time.

First stage of Iron Deficiency Anemia is depleted Iron stores. You will want to load up on the iron rich foods (which you should already eating!), start taking some iron tablets and back off on the training a bit.
