What state has the most competitive high school cross country teams?
Oregon,Texas, Maryland,California
California and New York are usually the best. At NXN in 2014 New York teams placed 1st, 4th and 7th.

Interesting, why Maryland? I live here so I'm curious. Are teams just historically competitive at national meets?
Seems like the odd one out among these four states (much lower population than TX and CA, lack of OR's history/tradition).

I'm from Maryland and they have some solid teams like Dulaney and Severna Park but they are only like top 20-25 type teams.
The best competition is usually from California, New York, New Jersey, Illonois and Texas.
Maryland and Oregon are both really nice for training with plenty of trails and public tracks.

Teams overall I would have to say CA and NY. Individuals is a different matter. NY has the better spirit in my opinion, though, because it is true XC with far more difficult courses. CA considers any section of a course with grass exceeding 2 inches to be slow. CA has more good teams overall with the greater population, but NY is smaller with pockets of good running, such as sections 2 and 3, which promotes higher competition at the local, state and national levels.
