What are the worst cross country D1 schools for running?
I'm honestly not sure why you want to know, but trust me, there are some TERRIBLE teams. I don't know if there is one "worst" team, but there are plenty teams comparable to a crappy high school program.

I went to D3 college in the southeast, and from my experience there are a lot of really really bad D1 cross country programs (and yes, non-D1 is even worse). Ran one meet with about 10-12 D1 teams once in North Carolina, some 6k race and I was expecting a lot of D1 ballers with 14-flat talent but I ran around 19 flat for 6k and ended up 4th place, and honestly after watching the stragglers come in that made me realize there are probably more 18-minute 5k guys in D1 than in D3. I was also in the "fast heat" of an indoor 3k once and lapped a couple "D1" runners despite running 8:37. The SEC is great at football, but distance running not so much (probably more the case for D1-AA even).
look for places that are cross country only and with no scholarships.......those do exist at division 1

Hamilton College is an average d3 team and they sometimes beat Colgate in dual meets.

They had Elise DeRoo and Chris Johnson who were XC national qualifiers recently and Chelsea Burns made it to the first round of nationals in track if I remember right.

School record for boys mile is like 4:07, really sucky for D1
I would think Miami (florida) would be particularly miserable. There are no trails in Miami, none, 0. The city is in the tropics, so there is no seasonal variation. Imagine xc without the fall. I imagine the Miami runners go to the everglades or something for trail runs, or maybe there are too many snakes, crocs, and gators there for that to be good. Since the temps don't really get below 70, I imagine any trails in south florida are infested with biting insects year round. There is probably really good orange juice available though. Schools in LA, Alabama, and MS at least usually have some sort of trail nearby. Don't get me wrong, Miami is a gorgeous city and I think a couple Miami residents have made the oly trials in years past, it just seems that training there would be a special kind of hell. Miami is usually at the bottom of their conference. Sometimes they beat Boston College maybe.

Colgate distance has been at an all-time low the last few years and aren't even at the bottom of the patriot league. Lafayette and Loyola would be better options from the PL but someone like St. Bonaventures or Lousiana State are significantly worse than the bottom of the PL
Well if Jamie Norton went there then he would have the school record because he runs the mile in 4:06
Vanderbilt's Men's CC team is pretty mediocre for D1. No track for men there, and apparently no scholarship money for CC for men. Pretty slow guys coming out of HS on that team.

NJIT came in 30th out of 30 squads. Delaware was 18th - but not able to beat any schools of similar size (I think). These schools should not be on the same field with the top 10 squads from that region like Penn State, Villanova, Georgetown, Princeton, WVU squads. Why are they called D1 programs?
