Quick calculation, 9 minute mile, 40 strides per minute makes a stride length of 4.44m.
Increase the speed to 6 minute miles, and switch to 20 strides per minute, which is what 61% of his early runs were lower than and stride length increases to 13 metres. I guess he should take up triple jump.

Without leaking, can you tell that the report concluded that Rob cheated? A simple "yes" or "no" will suffice.
