They did that for Cross Country and then D1 was upset because they didn't want non D1 guys to earn All American (for example Seamus McElligott from Haverford).
Yeah, because it's fair to run the D2 & D3 champs against the D1 guys WHO HAVEN'T RACED NATIONALS YET. Brilliant comparison.
Now, if you want to add another All-Comers meet to determine a true national Champ, then I'd be all for it. Have every division run nationals on the same weekend and then run the true National Championships two weeks later.
