to go sub 25 you have to have talent, so no, it's not enough for 'most people'
if you're talented, then maybe it's enough
If you run that kind of mileage for 4 months it depends more on talent. If you do that for about 12-18 months, much more likely regardless of talent.
Depends on how much natural ability you have, and what you are doing with your miles. Some can run 50-60mpw and get to 24:30. Others can run 100mpw and get to 25:15.
But to give you a quick and dirty answer, I built from 60-90 through June/July, to a month's worth of 100mpw in August, then back into the 80/70/60s for Sept, Oct, Nov. I ran under 25min.
If you haven't run something like 4:10 for 1500 or sub 4:30 for 1600, it is likely the mileage won't be enough.
If you have never run even 90 mpw before, my guess is that you will end up running too slowly to get to sub 25 the first summer you do it.
A training plan is about making sure you practice every different pace, not just your total number of miles.
Should be enough mileage. Could be too much mileage and you could burn out or injure yourself. I believe the first time I ran under 25 was when I was averaging 75-80 mpw.
