They are different types of workouts for different times of the year.
Are you talking sprinting up or down hill? They are still for different things.
Racing is more about precision and correct placement. Hills do not do that for yu. Uphill for strength, down to improve leg speed (supposedly)
But they are more an off season exercise.

Thanks for the reply, I should have been more clear, I mean sprints up a hill versus sprinting in spikes on a mondo track. I would imagine sprints in a spike are better for increasing speed than uphill sprints?
Like someone said they are both good. They work together to build speed and stength. (Stength=speed). Most people will have a couple weeks of hill sessions before transitioning to track for intervals in the fashion you are referring to. If you don't have a place to do hills (resistance work) you can use a parachute or weight vests but hills are more beneficial.
