You need both if you want to improve your speed. What you need to consider is what type of runner are you; your bio-mechanics; your strengths/weaknesses as a runner/sprinter; what part of the season are you in; and ultimately and CRUCIALLY which method has a greater training effect for YOU.
Actual sprinting on track: can work on all phases of sprinting
Hill sprints: Mainly but not exclusively on the beginning stages of sprinting. By running down hill (very gentle gradient 1-2%) you can work on turn-over (over-speed).

Do both. They recruit slightly different muscles and are both useful. Start your progression with uphill sprints because they are easier on your joints. Slowly transition to track sprints, but throw in hill sprints every once in a while. I don't know a lot about downhill sprints, but that sounds like a recipe for injury to me, and doesn't really encourage good biomechanics (forced heel striking)
Example schedule (do 1-2 of these a week)
6x80m uphill w/jog down recovery
8x80m uphill w/jog down
4x80m uphill w/jog down, 2x60m flat spring, 1min recovery
6x60 flat sprint, 1min recov
4x80m flat sprint, 100m flat sprint, all 1min recov
