Actually I mean someone in the A.D. chair who does not want to win in Cross Country. Here are some of the things have encountered in over 10 years at my school:
1. No running on crowded roads
2. No Camps of any type
3. No extra awards after winning section, or state
4. Athletic department determines who gets to letter
5. Cross Country coach is not allowed to coach Track & Field
6. Mileage and Hard Training is limited by the athletic department
7. Shirts must be worn by boys at all times
8. Cross Country coach is not allowed to use a bus for training runs
9. An extra lifeguard must be present for swimming pool activities
even though the CC Coach is a certified lifeguard
10. Cross Country team is not allowed to run in the rain
11. Cross Country team only allowed to be at the race site 10 minutes
before the race begins
Some of these I was able to negotiate through arguing with the A.D. but you get the picture. I could add some more things especially safety and trust issues, but the A.D. does not understand Cross Country, and clearly does not think winning is important. Once he suggested that I consult another coach who was finishing nearly last in our league every year at the time!
