I really feel for guys like kipchoge and kipror...clearly the best in the world...one with a last chance to finally get his gold, and another the chance to make history as his country's first 2 x 1500m gold. why is Jamaica not sanctioned? why not Ethiopia? why single out Kenya?

If Kenya were out of the picture, sponsor-friendly Anglo-Saxons would run the board. Simples.
If that happens (Kenya is disqualified), the medalists of the middle and long distances will not get the respect they deserve. I agree, 800m and 1500m and 3000m SC, Kenya has a lock on that, so would be fair to say if Kenya participates, the others have almost no chance. But Kenya has not really done well in the 5K/10K/marathon at major events (see for example, http://sportsscientists.com/2008/07/kenya-vs-ethiopia/), but still the Kenyans are gonna belittle other achievements saying "you won only since you were not there...". So I hope the Kenyans will participate and get their asses beaten by Mo Farah or Ethiopians in the longer distances :-)

Just a guess, but the the piece that says "14 July 2008" just below the sub-title and was written 24 days before the Beijing Olympics per the lead paragraph was probably published sometime in the last week.
I very much doubt Kenya will end up being banned.
I also very much doubt they'll improve their efforts to catch dopers.
Kenya will remain dope riddled, but will also be allowed to continue unchecked.

But if Kenya is banned, then this creates a very ugly situation when so many other countries have serious doping issues and might still participate.

True. We're talking about an overwhelming majority of countries here. Only a handful of Western countries have implemented what WADA is asking for with Kenya having gone further than asked. I can't wait to hear their rationale.
Do individual federations have the power to ban nations from the Olympics? That is, could the IAAF ban against Russia remain in place, while the IOC allows other Russians to compete?
This is both shocking and - mostly - good news for the sport. While the Jamaicans, Ethiopians and Americans will be sending the usual cast of pharmacy experiments to compete, this signals that the omerta that kept every nation is safe is broken. If a Kenyan or Russian ever becomes head of the IOC or IAAF, they'll go after the Americans and Brits. Hopefully, this will start to clean up the sport a little (maybe only a little, but, moving in the right direction at all is a huge change)
