I'll stick to male times (if you are slower in at least one category, you are a HJ):
400: 60 or higher
800: 2:25 or higher
1500: 5:00 or higher
3000: 10:45 or higher
5000: 18:40 or higher
10000: 39:00 or higher
Half: 1:25 or higher
Full: 3:05 or higher

Marathon 3:15 or higher seems appropriate.

I would say your 400, 800, 1500, and 3000 times are meaningless to a a hobby jogger. You need to add one mile and then omit the above mentioned. You also might want to change the 5000 to 5k and the 10000 to 10k. Then your chart would be useful...time standards debateable.
