What amount of talent or highschool times are required and how much work? How many people are all american?? 30?
No high school times required. I was 2 time D III All America, including national runner up, and I walked on to my college team without having run before. Part of the beauty of D III.
Used to be that if you were a 14:40 or so 5k runner it was a pretty good bet you'd be in the mix for All America status (which goes 6 deep in each track event and 35, I believe, in cross country (it was 25 back in my day)).
If you're a 4:20/9:30 type in high school and stay healthy/make good progress each year you'll have a decent shot at all-american by the time you graduate. Obviously there are plenty of guys who are slower than that who end up being top d3 runners, and plenty of faster high schoolers who will never touch all-american.
It's top 35 in xc and top 8 in track. Usually guys that are making all-american are running 3:50, 14:25, 30:15 or faster in outdoors.
D III times have really gotten better over the years, particularly in terms of depth. Those times used to be in contention for national championships, or at least runner up positions 20 years ago.

To Q in the 1500 you'll probably have to run close to 3:50 flat. In the 800 probably 1:51 low. 5k can go up and down but sub 14:30 will get you in.
Usually the guys who run sub 1:50, 3:45-3:46, 14:0x-14:15 end up winning NCAAs.
My senior year top three 5k guys ran times of 13:48, 14:17 and 14:19 at various points that year and it was an exceptionally strong year.

DIII record is by Dan Henderson at 13:50 and he ran that in Europe. Kramer ran 13:53 the same year, and Henderson ran about 13:51 the following year.
