The times you list mean nothing without context. Was this a rested hard workout? Was it just intended to be a light session to get the legs moving at race pace?

They were more like 1:44-145 pace... Not every workout is a predictor workout like people think on Letsrun... This was probably just a light race pace workout to get his legs moving a little again before getting into racing season.
His maximum pace in a peaking 200 workout was 21.9. This is medium pace

This is a 1:48 guys workout.
I've completed a session just a touch slower than this before running 1:50 low.

Its on his 'sweat' profile. He also says he was 'very disappointed' with the work out.
There is a more recent work out of 8x800 off 2 mins. in 2.22-2.35. I can safely say that for a 3.34 runner, that is terrible.

No one has posted anything to indicate that these weren't just extended strides done after an easy run.

The average pace is actually 1:48
Elite runners would normally do this workout at faster than race pace averaging around 4 secs faster per rep

10 x 400m between 53-54 seconds with only 30 seconds recovery. He gets help from a "rabbit" the last 200 m in each repetition.
