They obviously didn't drive it here. How rare is this?

Pic or it didn't happen
That most certainly was a once-in-a-lifetime experience .... if a yeti was driving the car.
This is not at all uncommon. There are some big military bases in Hawaii. Someone there gets restationed to the lower 48 and finds its more economical to ferry and then drive his car from CA than sell it and buy a new one or its a lot less trouble. Remember it only takes a few days to drive across the nation. You see these at least once a week in California, Washington, and Oregon and where there are navy bases on the east coast.

Pretty far down the list. I see them everyday.
The Army also has a Division there.

I saw an Ohio license plate in Cambridge (UK) a few weeks ago. Probably illegal to drive like this...
In the military you can keep your vehicle registered in your home state.
I'm stationed in Maryland, I see Alaska and Washington plates daily.

I saw Kenenisa Bekele driving a car with a Hawaiian plate in Addis Abeba. Expect great things.

Driving isn't your only problem, Bub.
I worked for the US government in the Dublin Embassy for 12 years in the early 1970s. I managed to get my beloved triumph transported to Ireland on the government dime and drove it for the first seven years with my Maryland plates on it before an Irish policeman politely suggested I get "local plates".

I know you are joking, but we all know it wasn't foreigners who took our jobs, right? The whole goal of our system is to get things produced for as little as possible. Part of the equation is going where the labor/shipping is cheaper. But the bigger part is getting rid of labor altogether via productivity and mechanization.
On topic, my dad lived in Hawaii for 10 years and shipped his car back, so for quite a while he drove with Hawaii plates on the mainland.
I saw a Virginia license plate in Hawaii.
