Of course he can do it, but doing so requires things to line up at the right place and time.

Maton ran 1:51 and 14:20 his senior year, and took 3rd at footlocker nationals as a junior. He ran sparingly in the 800, and might have been able to run 1:50. Michael is not that aerobically fit, and it's not close.
All time, there are 37 high school athletes faster over 800 than Slagowski. There are not 37 sub-4 high school milers. Ipso facto, the 800 alone does not strongly indicate he will crack 4.
