Compliant, yes. Functional, no.
Imagine a multiple choice exam, one with 1 question and the other with 100. Each exam-taker might only get 1 right, but the first would earn 100% and the second 1%.
As it stands, WADA's only available action is to accredit or discredit its signatories and labs. They have specific criteria for that. A regional ADA operates the region. Within that, Kenya operates a much larger operation, but does so poorly according to WADA standards. The smaller scale operation in Ethiopia is easier to keep in check, allowing it to uphold WADA standards, but not really an effectual anti-doping operation.
I'm rounding some edges in the description, but more or less, that is the case.
