I have never met a semi-decent runner who runs with a cell phone
Running with a cell phone is a no-go for me. When I get outside to run, I don't want any distractions. This is my time to get away from everything so that I can put all of my effort and attention into my running. If it's just an easy run, then I can enjoy the silence.
only when i'm in a new place and unsure of where to run (map, etc.) - never, ever for music
once i forgot my watch and needed it for tracking.
I love running with my cell phone!

What is your definition of "semi-decent"? I run with a phone but it is a rule if you want to run outside when you use the babysitting at my fitness center.

I know some mid 14 guys who do their easy runs with a cell phone in their hand if they're on the trails. Not sure what is your definition of "semi decent," but anything below 15:30 is fully "decent" in my lexicon. But everybody's definition varies.
The shorts, 3/4 tights, and pants that I run in have a rectangular horizontal pocket in the back this is flapped or zipped and holds my phone securely without bouncing or noticing that I have a phone with me. I have been choosing running clothing with pockets in mind for the past couple years. My phone is considered on the small size now, and I won't go any bigger when it needs to be replaced.
It isn't distracting because most of the time, I don't use it at all. The main use is to take calls (which is not often), not to play with stuff on it or play music. If I'm with my GF and her dogs, the phones let us communicate to track down the (GPS collared) dogs if there's an issue or emergency with wildlife such as porcupine/moose/bears - basically using them where a walkie talkie would have been useful pre-cell phones.
When I'm on trails or mountains unfamiliar to me, I often use a GPS mapping app to put down a track. I like doing large loops that connect large trail systems in multiple parks/wilderness areas and mountain/canyon roads in unfamiliar locations, and, with a good mapping app, I don't even need to do much pre-planning. Just go, and hope I don't need to do too many detours around private property or closed areas.

Most semi-decent runners have cell phones. So whether they bring their phones with them or not when running doesn't affect their spending.
I'm a semi-decent runner, or, at least I used to be. This is kind of off topic, but I don't spend my money on beer because I don't like the taste of beer. I usually take a beer when offered, and whatever it is, locally brewed, microbrewed, popular brands, etc, they always taste like piss to me. Each time I try a beer, I think, "Maybe this one will let me see why people love beer so much", but it's never happened...

There are stretchable waist bands that look like a belt but expand enough to carry a cell phone. If I ran with a phone, I'd get one of these, but I don't so I won't.
