Hay bales, logs, etc... will no longer be allowed at High School Cross Country races in Colorado. It has been deemed too dangerous to jump these type of obstacles while running. Below is from Colorado officials newsletter.
Regarding the man-made obstacles rule, cross country courses for high school meets may not embody hay bales, log jumps, or other improvised obstacles. This boils down to largely a liability issue for officials. The rule book (Rule 9-1-3b) prohibits such obstacles and if a meet official overlooks the obstacle, then he/she becomes a flash point of liability should anything happen. It is an official's duty to arrive before the meet and inspect the course. If such obstacles are found, the meet may not go on as scheduled until the obstacle is removed.
You can legally smoke pot in Colorado but it is clearly too dangerous for high school kids to jump over hay bales during cross country!
