You are woefully uninformed. The Cascade runoff that you speak of was 1981, not 1983. Regardless pf the specifics, athletes had binding contracts long before 1981. What the ARRA/Cascade run-off did was move things in the direction towards above board prize money, which, supposedly was to be drawn out gradually from an approved trust fund. Above board prize money was still a drop in the bucket compared to appearance fees and backroom prize money. It was never any big secret anyway.
