I ran track and cross country at Rochester. My PRs in high school were 4:42 for the mile, 10:21 for the two mile, and 16:57 for the 5k in cross country. I'd say I was middle of the pack in terms of incoming freshmen. I improved a lot in college (as did most of my teammates) and from that starting point I was able to contribute meaningfully to our team's success in both XC and track. That was true of some people who started out a little slower too, it depends on how consistent you are in your training and how your body responds to the training.
I think it should be about the same at the other three schools you listed, based on performances at Regionals the last few years.
In terms of schools not getting back to you, I would definitely try again. Make sure you email the coaches of the team you are interested in, not just a general account for the school or athletic department. You can find that info online (for example, here it is for U of R:

). I'd be surprised if you didn't hear back, especially now that summer break is over.

If youre looking at rit just go to the athletics page and look up midseason results. Cuts are made after the first 2-3 indoor meets for us. Also contact Dave warth soon, then, follow up a week after because he sucks at answering recruits emails
What do you want to study?
Binghamton might be worth looking into. While it's not common, the team there does let walk-ons onto the team if they have PRs comparable to a 15:30 5K or so. And if you apply and the coach doesn't let you on, they have a running club there that's currently second to none in NIRCA's (that is, the national intercollegiate running club association) northeast region. They have a handful of guys capable of running in the 26-minute range for a cross country 8K race, in the high 15s for a 5K, and around the 2-minute mark in the 800. They go to regional and national club meets, local races, and D3 XC/track meets. It's fairly laid back too, which may or may not appeal to you.
