There is no datum.
Data can be singular or plural.
And it also depends on American or British grammar.
For example:
An American broadcaster would say America is winning.
A British broadcaster would say America are winning.
The British version sounds weird to me but American broadcasters in the Word Cup were using the British method.
So, "there are no data," and "there is no data." can both be correct.
Let's say Tom, Dick and Harry are on a team.
You could say Tom, Dick and Harry ARE going to play.
Or - The team IS going to play.
I'd use "is" for data.
