The real question is why is NOPe skate free? rupp, sleazy, mo, centro and rowbury should all be in prison right now.

Yes, and there are still a good deal of areas in Ethiopia that still don't have electricity, so can you imagine wasting all of that energy on keeping an ice-skating rink frozen? It would be like watering a golf course in California during a drought. No one would even think to sink that low.

WADA's job is to monitor signatories: sports' governing bodies, and national federations.
Russia is in trouble with WADA because their federation did not follow The Code: didn't follow results processing procedures, lab standards, and a bunch of other stuff.
Argentina, Ukraine, Bolivia, Andorra and Israel are non compliant because either did not have The Code protocols in place, or were using non-accredited labs.
Ethiopia is wierd. I can't figure it out. Ethiopia doesn't have an NADO, and I've tried half heartedly to find their ADA, and have think that it is either a regional or pan-african agency. Whoever The Ethiopian federation uses (IAAF testing? I don't think that's how it works though...) to process results is apparently following the code.
There is nothing in the code about how many tests to conduct. You can perform 1 test and be Code compliant. Which more or less seems to be the situation in Ethiopia, Uganda, Eritrea, Morocco, Algeria, and many other nations. (i'm pretty sure)

That's not the real question at all. The NOP are tested more throughout the year than just about any other athletes on the planet and they pass every time by reputable doping agencies. The same doping agencies that brought down Jones and Gay (which are way more high profile than any NOP athlete).
I'm curious to know if ETH is up to the same drug testing standards as the USA and UK.
