Was it at the end of the race and you could not have mustered another ounce of effort? Is the heart rate tracing steady and gradually increases to that number? If so, then probably.
How long was the race? Do long events like the marathon even get up to max heart rate?
5Km. It was at the end of the race. So if I did have a little bit more left, what would my max be? 200?

199 is very high, but there probably is no absolute max. I got up to 181 in a 5k race and then 183 doing 400m intervals.
Probably not. I'll bet you would have an even higher heartrate at the end of a 3k or mile.

Most likely your heart rate monitor does not work. I did a 5k and my average heart rate 'was' 42. I.e. the monitor was not working right.
Heart rate monitors routinely give erroneous readings. HIgh or low

If someone suddenly attacked you with a knife, your heart rate would go way over 220 just from the adrenaline. Some cops are trained to handle this, though they still shoot a lot of unarmed people due to the resulting loss of coordination and judgment.

No it would not, my maximum is 187. Maximum means it cannot go higher than that. Due to physiology.
The general rule of thumb is that your max heat rate is ~5 beats higher than what you reach at the sprint at the end of a 5k. I don't know who came up with it, but it seems legit. Try an actual max hr test to see how much higher you can get. I would guess it wouldn't be any higher than 205.
My Garmin had my heart rate at 250 for a while. It was caused by static and a dirty strap. You can get weird spikes from static.

0/10, I already explained by implication that MHR is about safe exercise and that adrenaline affects the heart differently.
Your true max is somewhere between 250 and 300 though you may never use it.

Yes, it's probably within a couple of beats or so. I would often hit 191 at the end of a 5k when I raced them every weekend. When tested at the UC Davis performance lab, it came out at 190. I only did the MaxHR test twice at UC Davis, so it's more likely to be a beat or two off than the multiple 5k races.
So yeah, 189 is probably very close to your max HR. Just run a few more 5ks and kick the last 400m or so. If you haven't burned out before then, you'll get very close to your maxHR.
199 isn't very high at all. My max HR is around 220-225.
