My coach made us run a half marathon on the local course for a long run at practice, when we have been running long runs typically around 8 miles. I am wondering if this is healthy for us to run this fair with a lack of preparation.

8 miles definitely isn't a long run, by any standards. Sorry
This is healthy. There are hundreds of kids in your state alone who ran further than you for their long run that weekend.
Are you in elementary, middle or high school?
Most schools have to do something to earn money to support their team sports. Running a fair, with or without preparation, seems like a pretty easy gig.
If you were given a day or two easy after it, then it was a perfectly fine workout. The jump from 8 to 13 isn't that bad since you should have fueling for that as long as you're hydrated. Hopefully you were allowed to have a drink during it. Regardless, not a bad run as long as you weren't doing too many other hard workouts that week.
