Several USATF Board Members are Certifield Officials and Marshalls and received thousands from Lanana so I don't see why Lanana couldn't have covered the poor elites. Many of the old farts have lucrative careers and don't need the money, while athetes are young and getting started.

Elites are young and need financial support to train and win medals fot the USA.
Where is the rest of the money going to?
Do the people who serve as meet directors, officials, and video cameramen really need the money when they are wealthy trust funders, retired Doctors, Genetics Reseachers, and High School Coaches.

How much does Max Siegal, Jill Geer, and Stephanie Hightower get for travel?
My understanding is the certified officials get their expenses covered because they are working the meet for free. Seems fair. As far as the Board Members, not sure what their deal is (expense paid, do they get per diem, etc.). Can any current, former board member or someone who knows clarify this?

Working for free is a personal choice. The issue of whether to have Compensated Volunteers or Non-Compensated Volunteers has been discussed ad infinitim by Shriners, Elks, Masons, VFW, college alumini associates, frats, sorities, UN, etc. In the case of USATF, volunteers are 95% will off folks by their own credit, effort, and hard work, and thus, don't need a dime for anyone to shop the shelves of Trader Joes empty. Some of the young kids who volunteer you often see over and over again are from rich families. But for the most part I think USATF meet volunteers, announcers, crews, writers, cameramen, ushers, marshalls, etc. should NOT be compensated by USATF, Vin Lanana, or Meet Management, and the money given to elites, sub-elites, and juniors for airline, meal, and hotel expenses.

Perhaps you are joking, but I will bite.
First off, to officiate a national championship, an official will have on average 15 years of officiating and will have spent over $10,000 of their money. Second, most officials are not wealthy by no means, many are on a fixed income. Even as a $100K+ earner, I have turned down officiating opportunities because I could not afford it. In essence, officials are often paying to be a volunteer.
