There really is no "vs" here. They are two injuries that fall on the same continuum. A stress reaction is generally a precursor to a stress fracture. There is some stress and activity in the bone but not enough for a stress fracture to develop.
Depending on location, and how early you catch it, stress reactions can take as little as 2-3 weeks of rest to heal. Again though if you push through with a stress reaction you are likely on your way to a stress fracture, which typically takes a minimum of 6-8 weeks to heal.
