What areas of the country are you looking in? That contributes to answers, because there are quite a few d1 schools across the country that you could go to
So you are saying you strive to be an "also ran" on a team that has no chance of accomplishing anything. Way to have goals.

Pretty much anywhere apart from places that are routinely 95+ degrees or a place that snows more often than not. Thanks for the reply

I have very high goals for myself. I just wish to practice with people who can help me achieve those goals
4:20 is a good time but your going to have to look at some smaller D1 schools unless you improve by about 7 or 8 seconds this year. Would you consider Coastal Carolina University?
Don't get caught up in divisions... You are clearly a good runner and hopefully can continue to improve in college. Look at division II and NAIA schools as well. Running DI should not be your only focus; there are a lot of guys like you that have gone to DI schools and got lost in the program for many reasons. Go somewhere with the major you want to pursue, a good (not necessarily GREAT) program, good coach and somewhere you can picture yourself living for four years!

Unfortunately no I don't think Coastal Carolina would be a good fit for me. You are right about having to PR by 7-8 seconds, that's my goal for this upcoming track season
Honestly depending on the coaching, etc you could end up improving by quite a bit and contributing to a d1 team. Quite honestly, when I ran d1 I realized that it would be a little better of an experience to go to a d2 school in a warm climate area with beautiful women sunny skies and a bit more attention from coaches. Like has been said, you have another whole season. If you want me to list some schools here goes:
D1: anything in the MAC and some in the MVC as well as big east. Also saint Louis, and some cal state schools.
D2: Malone, grand valley, southern Indiana, cal poly Pomona, Chico state, Grand Canyon university, Adams state, western state.
There are plenty more than you can look up by conference on athletic.net. It has times and stuff like that. I'd start emailing coaches pretty soon though. Happy hunting!
Grand Canyon is DI and they are a for profit school, the only one at the DI level. Without taking the athletics program into account, that to me is a red flag.

Yeah, because running for a top D1 team is the only goal any runner should have. Only top D1 teams "accomplish" anything. Anyone who can't run for those teams should just go to class and forget about running. Were you born this stupid? My guess is that you practice everyday to get really good at it.
