The VA before the start of the Iraq/Afghanistan wars were afraid that they were going to lose business so they dropped standards for care.
Communities all over the US have vans full of freeloaders dropped off every day..
I stood in line at a ballgame with some lady on crutches who was in the military 3 years and got all her medical care free because of a "service related" back injury.
I personally know an unemployed guy who is always at the VA because he hurt his back running cross country for a branch of the service and says he hurt himself when he ran across a wooden bridge in his spikes.

The VA should serve ONLY those soldiers with purple hearts and diagnosed by a board, any other problems such as PTSD..etc...
