Ha, this can definitely be true. I'm a project manager for a small real estate development firm. Since we're a small shop and we don't have specialized people for every task, PMs in our office actually do all the work from preliminary financial feasibility and due diligence all the way through construction completion.
When we hire new people who have worked as project managers elsewhere, they tend to be pretty lost for the first few months. "So, who should do the feasibility analysis for my new project?" Umm, you. "Uhh, ok, but who should review the purchase and sale agreement? The legal department?" Nope, we don't have a legal department, that's your job too. "Err, alright. Once we're ready to move forward, who is going to put together the financing." Well, that would be you. Are you starting to see a trend here? Everything involving your project is your job.
There are definitely plenty of firms out there where the PM isn't expected to actually create any work product of their own. They are just responsible for moving the project from one department to the next, and generally keeping track of scheduling.
