Mount Washington race is ~7.6 miles averaging an 11.5% grade. Record looks to be 56:41
Your Alpe event would be ~9 miles, but not quite as steep and thus more runnable.
Best mountain runners could probably do it in 48-58 minutes.
Would be interesting to see at what point do pro bikers and pro runners go up the hill at the same speed. There is no doubt that a biker will travel on the flats and down hill much faster than a runner, but is there a point (distance + grade of hill) where the 2 would be going equal speed

I should have noted that the running segment, and cycling segment differ in length. For the cycling one, time is taken (highly debated) from the left turn onto the road which would make the link I posted about a half mile short.
Assuming equivalent efficiency, looks like the cross-over is a grade of around 16%.

I'm a much better runner than cyclist and I've never found a grade where I could run up faster than bike. Even at 20% it's much faster to bike. When I just started cycling I thought it might be comparable, so I rode with some friends when they did a hilly run, but it was just disgusting, I blew them away on even the steepest climbs. If there is a crossover point it's closer to 30%, somewhere near where you physically have trouble staying on the bike.
