If one can do 6 x 400m in 61s with 60s rest, how fast should their mile time be?

4:15 or thereabouts

Nah, I'd say sub 4:10 for sure. Maybe 4:08ish.
That would equal 6 minutes and 6 seconds in total.
I could do this workout but my pr is only 4:12. But I'm more of an 800 guy. If you're a distance guy I get you'd go sub 4:10most likely.
I'd say you could handle 1:03-1:04 laps for a mile, so anywhere around 4:15. Really depends on your general aerobic fitness and ability to clear lactate. A lot of people can do that workout and not break 4:25. What's your 5km performance?

15:25 on a CC course.
4:07-4:08
Had a similar workout back in college. Primary event was 5K but trained with the milers one week (6 x 400; 58-60; 90sec rest) and hit 3:48 1500.

More than this it depends on your leg speed velocity.

Leg speed velocity is vastly overrated. Footspeed cadence is much more important.
I ran 6x440 in 60 with 2 minute rests, and the next day broke 2:00 for the 880 the first time. My fastest mile was in the mid 4:30s in very hot weather. The extra minute probably made the the reps easier (but still hard) and the races harder.
My best/only 440 was 53, and ironically I felt my speed was not good enough to take 1 minute rests and that I wouldn't have been fast enough, maybe true for the 880 but not as much for the mile.

No no no! It's all about calf momentum.

Nay, sir! It is unequivocally related to the spring of the metatarsals!
