For boys, the consensus is that Illinois, Michigan, and California have history of best elite runners and I would argue that is true for depth as well.
Other strong states are New York, Oregon, Wisconsin, Indiana, and Pennsylvania.

In Illinois it generally takes a 14:4x 3 mile to be all state (Top 25) in the 3A division. Counting all divisions, 56 boys broke 15 at the state champs last year.

The race is generally won in the 14:10-14:20 range with Craig Virgin's 13:50 still standing as the CR. The course is over a largely flat grass park but is a legit 3 miles.
Michigan- Rtizenheim, Grosso, Alzindani, Moore, Fisher
California-German Fernandez, Jeff Nelson, Eric Reynolds, Marc Davis, Chuck Assuma, Jay Marden, and the Mastilirs
Color me impressed! Must be tough to make the state meet out there.

State meet although not at the easiest course( franklin park) is normally won in 15 mid- high

Colorado is definitely in the mix, both per capita and pure talent!
Utah, California, Oregon, Illinois, Wisconsin, New Jersey, Pennsylvania and apparantly New Hampshire are in tier 1. Then the middle is all of the other states besides Massachusetts, The South (excluding Texas and Maybe Florida), Hawaii and Alaska.

New Hampshire has had a Footlocker winner for both boys and girls. Hard to call it the worst considering that fact. I doubt the same can be said of every other state.
I always thought Pennsylvania was a big under achiever considering its population size. I guess perception isn't always reality.
But this is coming from a New Jersey resident.

Have you guys heard, Maine is by far the best state for distance running. They currently have 3 very good 5k runners. Suck it Massh0les!

Best- California, Texas
Worst- Louisiana, Mississippi
Louisiana has not had anyone qualify for any national meet in like ever. They only have one guy under 15 for the 3 mile. Mississippi is no better though. Alabama is down there too.
