The Ivy League (D1 athletic conference) schools do not offer athletic scholarships (similar to D3). Talk to coaches about going through the recruitment process so that you can visit campus and meet current people on the team and be able to walk-on when admitted (with your HS times). Talk to admissions and financial aid people about what financial aid you qualify for (that will not include an athletic scholarship).
True. There is, however, a recruiting process where a coach, with admissions office approval, can offer a recruited athlete a "likely letter" in the fall (months ahead of normal acceptance) that means you're in unless you really screw up. That recruiting happens in the summer and early fall before senior year, so if you're going to be a senior, initiate contact now if they haven't contacted you. If you're younger than that, maybe fill out a "recruit" form on their website to get the relationship going.
Ivy league schools offer very generous financial aid and athletic scholarships at scholarship-giving schools are few and usually broken into pieces, so you may come out better at an Ivy even thought you don't get an official athletic scholarship.
Even if you're not recruited and don't get a likely letter, you may be welcome to walk on if you get in through the usual application process.
Ignore the person who called you an idiot. Your question is legit.
Peruse the Ivy track teams' websites for announcements of their recruiting classes. Not all those will be likely-letter recruits. Or check directathletics for the high school times of the runners on the team now. That will give you an idea of what times are expected.
