Not sure if trackandfieldnews.com's forums count as "runners' forums," but they are the other board I read besides LRC. T&FN's forums are moderated.
For me, each has its place. General level of discussion is 50 IQ points higher on T&FN due to the moderation, and you have to register to post, both of which together eliminate all the loose cannons you get here on LRC. On the other hand, the unvarnished stream-of-consciousness nature of the postings on LRC when people can hide behind anonymity (unless IPs were to be tracked/investigated) means info/opinions are posted that you would never get on T&FN.
You could try the Reddit running forum. It's awful.

A bunch of very knowledgeable posters, having to register makes it much less of a cesspool than the LRC messageboard...
is not high traffic except for a few state HS boards but they have a spot for most states established even if not in use
