Not so - Cram ran 2.12.8.
The 1000 is an event not run very often, so there should be more guys around 2.13. Wohlhuter ran 2.13.9 40 years ago, so a guy like Makloufi should be able to run that fast if not faster.

Some pretty good guys have taken shots at this when they were in shape without coming close to 2:13.
