I have 7 weeks until my XC season begins and yesterday I did a local 5k in 17:45 off of 45mpw. Is it possible on 7 weeks of hard training and a lot of miles to get this day to 17:00 in the 7 weeks? If not how low do you think I can get in this time?

No need to do more than what you are doing. Don't want to peek at the beginning of the season. Keep your base phase reasonable. If you are at 45 mpw I would keep it there or increase gradually 3 or 4 miles a week till you hit 55 to 60. Throw in a long run at good pace and fartlek and hill repeats once every 10 days. All other Miles just run at easy pace. If you feel good throw in a good threshold run instead of hills or fartlek. Mix it up have fun. Most important thing is mix it up and stay aerobic for good strength build up. You will be running 17:00 in no time.
