You definitely could do D3. Look around your area to see what D3 schools are close by. You seem to be better at longer distances based on what you provided.
You can definitely run in college.
However, being that you still have two years left of high school...I would focus more on your current training than college teams just yet. As long as you increase your mileage and drop your times consistently over the next two years then you will be ready to go!
As of right now you can probably run for NAIA or a D3 school, but don't give up yet and don't narrow your choices so early. Good luck!
I might be a little biased, but NAIA is an awesome option. There are NAIA schools and D3 schools that are great academically, but at NAIAs you have the possibility of getting athletic scholarship, which isn't (legally) an option in D3. This is all assuming that you'll be happy at a small school. If you want the big university experience, club running is also way cool and is definitely more relaxed than varsity running. You certainly have potential for improvement with two years left, and could get some solid athletic scholarship in the right program and with some work. Good luck!

What the others have said...you can run on most D3 teams, and oddly enough, you would be the top runner on many of those...but there's a clear line between the competitive D3 teams and ones that just exist. You aren't yet fast enough to hook onto any decent D2 or D1 teams though...not for any money anyway.
