I would too would love to see him testify under oath. But, the question is, can he think and speak without being coached by Salazar and Nike first? Does he even know what truth is, even under oath? He's been controlled and programmed since he was 16 years old. Really, he's one of the most pathetic individuals in the athletic world.

Come on dude, quit it. So somebody isn't very good at talking to the media means they have been controlled all their life to the point of being stupid and pathetic? There are charismatic people like Nick Symmonds who give great interviews and are good at answering questions on the fly. Then there are guys like Galen who are probably a bit shy or introverted and struggle being in front of so many cameras and recorders.
This isn't saying he's clean or dirty, but that he's just not good at interviews.
Rupp? Absolutely. Could Goucher, Magness and the other liars testify under oath? No.
If Rupp lies he won't be able to hide. He either tells the truth, or he tries save old man Salazar. He claims he is closer to Salazar than his own father. Rupp won't rat on his foster-dad. Rupp won't be able to tell the truth, because he can't, and he will be caught.

Also, I have this feeling that if Rupp is dirty then he is not in the know. Although I suspect him to be clean just because he doesn't show the dominance that known dopers have, it wouldn't be hard to believe that salazar does in fact rub some kind of testosterone cream on him without Rupp knowing. However, I've never had any kind of medical testosterone treatment or anything so I don't know how easy it would be to tell you are recovering faster and feel way stronger or anything like that.

No, there's a difference between an introverted person and Rupp. Rupp is painfully shy and terrible at speaking clearly, to the point that I feel bad for him during interviews, but he just repeats things that others have said.
"I have nothing to hide (but I won't testify)."
"I believe in clean sport." Makes me want to vomit every time he says that one.
If it's just social anxiety that's making him act like this--and he definitely has social anxiety--he needs to be up front about that. Otherwise he looks like he's lying.
Galen would definitely testify under oath. He said "we do what ever USADA asks" and "we will do whatever we need to, to show we are clean." He's not a good interviewer and not good with spontaneous questions like that.

What is very telling is: Kara uses, I will. Rupp uses we'll. Rupp seems to think he will Salazar by his side when he is interviewed.

Didn't Lance lie under oath. Was there any consequence for him? Did he go to jail or something?
Why couldn't Galen also lie under oath?
What's the difference. There doesn't seem to be any consequence for it.
