No Manzano 3 :38.76 and Andrews 3:38.75 are insice the current bubble and unless the list changes a lot the will go.

IAAF Selection Criteria is explained here:
5. In some events, the IAAF may invite athletes based on the IAAF ranking lists in order to reach the target number of competitors for each event as listed by the IAAF for the 2015 IAAF World Championships. USATF shall accept any invitations extended to U.S. athletes if such acceptance does not displace an athlete who has finished ahead of the invited athlete(s) at the Trials and who has met the qualifying standard or who is also in a position to receive an IAAF invitation. In the event that one or more of the top three placers in the Trials has not met the qualifying standard but has a performance that appears to be good enough to warrant an invitation based on the ranking list and number of known qualifiers, USATF may solicit an invitation from the IAAF for that athlete(s) notwithstanding that other U.S. athletes have met the qualifying standard. The intent is that, to the extent possible, the order of finish at the U. S. Championships shall determine whether an athlete competes in the World Championships. There will be no invitations through the use of the ranking lists in the 5,000m, 10,000m, race walk and marathon.

Plus there are probalby 5-10 more timess you need to remove from the Morocco meet that wans't 1500 meters.

Andrews' 3:38.75 would place him 37th right now assuming everyone above him goes and assuming you don't remove the moroccan times (or add in indoor times). Plus we all know Canada never sends everyone, etc.
I would imagine that would work as well even if he doesn't run faster - which he will.

I'm assuming IAAF will actually use a list of times from the athletes that the National bodies offer as team members.

The whole problem with this is it ruins the season, nobody wants to do anything or run fast until right before the WC.
In popular sports, you play however many games a season and each of them counts equally. In track, everything means pretty much nothing except the champs in which nobody runs fast. Boring.
It would be better for USATF to just set a qualifying window of 2 or 3 months and pick the top 3 performers.
Maybe they would be less likely to win, but I don't care. I am always 1000 times more impressed by someone who goes fast than someone who merely survives rounds.

No, they'll nominate Blankenship. Our nomination procedure is pretty clear. Order of finish at USATF from those who have the standard.
It's only hard because the USATF people write one thing and, apparently, are saying something different. I think that people who don't have the "A" are unlikely to make the final at World's. Why should we send people who are just going to show up? Just consider the "A"s, and rank them according to their finish at USAs.
Why would Manzano NOT get the standard? It is 3:36, not 3:32. He has run as consistently as ever this season. Hard to believe that he won't be able to go to Europe and knock it out.

Merbers running panams, which are in late july I believe, I don't see why he wouldn't run NACACs and try to get a spot, I don't know how fierce the competition would be there, he could probably win
