College athletes can't afford PEDs.
But boosters can afford them, just like they afford the cars for athletes parked outside of football practice fields. To answer the OPs questions, "yes", I knew of a few guys on my team. Two mid/distance runners and a thrower.

I know this isn't what you were looking for, but more D1 runners use drugs recreationally than you would think. Mostly weed. Heck, back in my collegiate days, there was even a guy on my team who sold it. You may or may not consider this to be a "drug problem".
Regarding PEDs, I'm sure a few do it, but on the whole, no, I don't think it's a real problem. Most college kids are way too afraid to try PEDs, and even if they wanted too, few would know how to get them. I could be wrong, but if someone proved to me that I am, I'd be shocked.
sarms are completely legal, cheap, and effective PEDS. i would be amazed if several top talents were not using peptides currently.

Is there a good resource to learn more about peptides? I am not in competition just interested in what to take or how they work

This is the future of doping and we're still in the dark ages of peptide development. Let's not forget that NCAA testing is a joke.
It's definitely not ball sports in alumni interest level or broadcast revenue, so, the doping going on is probably pretty primitive and haphazard. (ex. Testoboost)

I have. Only rumors, though. Although I know for a fact that one of the guys who was rumored to be using in college was using not long after. And this was 25 years ago.
I wouldn't be surprised if the NAIA has a problem. I went to outdoor nationals 6 years ago and drug testing was literally non-existent.
No, we have no problem getting our drugs.
I run on a D1 team and know several other athletes on other D1 teams... no. Maybe a few use, but it is definitely not a problem.
Are we forgetting high schoolers? That's where the real drug problem really is.
I dont know if they have a problem,but its a fair bet some of them would be on the juice.It gets a bit suspicious when athletes go to college,and their personal bests drop in ways that cant be humanly possible,naturally.It cant be just hard work,more competition,good facilities,great coaching and better training.Sure,that plays a part,but only to a point.College athletic competitions are very cut throat,so chances are there'd be quite a few coaches,and athletes seeking an edge.
I ran in the Pac-10 back in the '80s and several teammates in sprints, middle distance, throws and multi were using steroids. Pretty sure the coaches knew or suspected but looked the other way. Guys bought them on their own from a body builder source. Unlike some of today's exotic stuff like HGH and EPO, roids were not very expensive. Interestingly a few of them later were diagnosed with testicular cancer in their 40s.
I doubt much has changed.
