If you've been bottling up a lot of stress and haven't let it out, they might naturally tend to come out in the later stages of a hard run. It's happened to me a few times, but that's over 15 years of running. Just a thought.
Crying? There's no crying in running.
That's something called sweat dripping from your forehead. Don't run your intervals so hard. It's counterproductive and will hurt your knees.

What if the sweat is coming from your tear ducts and you're wailing and feeling emotional despair?
There is nothing, I repeat nothing, wrong with displaying your emotions during your workouts. Mr. Man you are a special individual and don't let the bullies of the world make you feel weak and inferior for showing your emotions. What happened? Did you fall and scrape your knee? Just let the school nurse put an 'All better' sticker on your knee and you will be all better before you know it. Yes, little Mister, you are strong enough, you are tough enough and people like you!!

It can be normal. Hard training can screw with your hormones, male or female. If it happens too often, start thinking about whether or not you're becoming overtrained.
I'm being overpromised and I'm over waiting for follow through.

Sorry, no, that's not normal. But what is normal. Males are trained from a very early age (like 3 weeks, according to how they are treated differently from female babies) to suppress their emotions.
Are you having any other times or situations that cause you to be emotional out of line with what you'd prefer?
I'm serious about this, you should have a check up with a doctor, and also see an experience psycho therapist. This could be the sign of nothing, or the sign of some early trauma, anything from being dropped as an infant, to physical, or sexual abuse.
Also, read a book called "The Highly Sensitive Person."
One of my parents was a therapist, and we had therapist guests all the time, and a massive library of psych books. Psych and neuroscience are my avocations.
So, really just taking some guesses above on scant information, if you care to sleuth it out for yourself, go ahead. If it doesn't really bother you, and relieves the stress of training, or something...what the heck. You might grow out of it.
On the other hand, if you can learn to "cry on demand" as you walk to the line with other racers, you could freaking psych out the whole group, and then race like a demon and kick their assses. I'd pay to see that tape.

Why were you crying?
Were you thinking about something in particular? Were you in a certain mood? Did something big just happen?
If you just started spontaneously crying, I've seen that happen to grown "tough" men. It is usually because they aren't dealing with some heavy issues.
i'm done crying every time I wait for you when you say you're going be here and fix everything. I'm not going to fall for it. I'm not going to hope. I'm not going to let myself want any man who isn't physically here with me.
The tears in the term "blood sweat and tears" and to come from someone. Having put blood sweat and tears into some success or another is supposed to be a positive thing. Sometimes a person can cry when they are making tough breakthroughs. Why not new miles stones in training even when putting fears of something like a hard interval to rest permanently. Maybe that happened. Maybe the OP was really afraid of the hard workout but did it anyway.
On the other hand.
Just remember the saying it doesn't go "blood, sweat , tears and soiled pants" if you soil your pants and cry at the same time that's a problem.
Just soiling you pants alone is O.K.
