The disgusting amount of spending in general on warfare, entitlements, etc. Also the slow encroachment of the government on our constitution and bill of rights
The acquittal of the Cleveland police officers should be reversed
-prohibition
-for profit health insurance
-education access / nepotism
-ingrained litigious culture
-foreign military interference
-immigration
The above issues are the most pressing and most important issues with our government and it deeply affects every single American. The lack of political will to address these issues evinces how the entire system is geared towards continuing our oligopoly rather than pushing society towards a true democratic republic.
All Right-Left issues being spun are a smokescreen (i.e. abortion) to keep the unwashed masses from learning the truth...you are a cog and your liberties are eroding daily.
Consider the following:
1. Legalize and regulate ALL recreational drugs. Treat them just like alcohol. Our current system puts the regulation and profits in the hands of gangsters and common criminals. The estimated tax revenue would fix much of the current deficit. Instead of locking up non-violent offenders and charging the taxpayer for the nuisance, those people would use as they want. Contrary to popular thought, most users would actually continue to be productive members of society. They would have a job, and the job would pay for the now much more affordable drug. Violent crime would plummet as a result. Also, the underground economy in the ghetto would dry up and most of those people would actually go get a job since the easy drug money is gone. Siphon some of the profits in the industry to educate and inform people about the harm of drugs. A small minority would be unproductive addicts, but we still have that problem now under prohibition.
2. Overhaul health insurance, higher education, and tort reform at the same time. All must be done together or it will fail.
2a. Model health insurance after Taiwan. This is a single payer system with tiny administrative costs, high quality of care, virtually no wait times, no gatekeepers, and universal coverage. The system costs significantly less than our broken model because it can effectively negotiate and dictate terms to providers. Medicare is a smaller version of universal coverage and it does just fine. The only broken parts of Medicare are the parts that were gifts to profiteers by lobbyists to begin with. Part D gives drug coverage but forbids the government from negotiating prices with the drug companies! That means the taxpayers pay full retail for all the drugs provided to our elderly.
2b. At the same time, we have to overhaul the tort system so doctors, hospitals, and the medical establishment can't be sued into oblivion. A significant portion of our healthcare costs come from high medical malpractice insurance premiums as well as the collateral damage from expensive unnecessary suits. What we lose by doing this is the ability to enrich a few based upon the mistake of a medical professional. If a doctor screws up, they should lose their job and license, not put another attorney in the Hamptons. This reduces the expenses doctors pay and thus doctors can be paid less and still keep a high standard of living.
2c. Higher education should be free and taxpayer supported like Germany. An educated population contributes more to GDP, than a stupid one. Educated people are more productive, earn more, do more for society, and ultimately pay more taxes. Access to education should be based upon merit and academic ability, not financial aptitude, borrowing ability, or connections. A side effect is that doctors won't be graduating with $300,000 in student debt. Voila, they can get paid less and still have a high standard of living. These reductions all get passed on to the consumer/taxpayer in the form of less expense.
3. End all foreign military interference. The rest of the world's economies have ballooned without the significant military overhead costs that we have. We are effectively the military/police for most of the world. They get the benefit of protection without the cost. Our military can be half as large and still effectively do its primary job of DEFENSE. This also means ending any implicit support to our "allies" such as Israel, Taiwan, or South Korea. Without our continued backing, those nations would be invaded and toppled in a month, but it is not our responsibility to perpetuate an out of balance political setup abroad. As an aside, do you really think that the middle east would hate us so much if we didn't continue to interfere in their politics and blindly support Israel? We sacrificed 60,000 GIs in Vietnam only to leave and be stuck with a huge bill. Vietnam is doing just fine without our interference.
4. Fix immigration. Yes this is a nation of immigrants, but the world has changed. Instead of accepting the horde of uneducated masses to pick tomatoes, we should be accepting individuals like New Zealand does. They prefer individuals with skills in desired industries like programming or engineering and accept people that actually contribute to GDP. Having cheap labor does NOT help our economy. It enriches the a few people such as the farmer or factory owner, but not the consumer. The end price of any product would only be marginally more if we did not utilize undocumented labor. Those people do not add enough to GDP in their cheap labor to offset their costs to the system in welfare or healthcare expense.
Implementation of these points will balance the budget, end a significant amount of waste in the economy, encourage a healthier population, and reinforce the world's faith in the dollar as a reserve currency.
Amend the Constitution to put term limits on US congressman and put something like a 20 year limit on serving on the Supreme Court.
We all seem to be happy that we can't have a president for life. We shouldn't have these other people in position for life either.
The House representatives are in constant campaign mode.
Also, put in logical rules for drawing congressional districts instead of having the party in power being able to draw them to their advantage.
But Congress would have to enact these amendment which isn't in their best interest.
The debt ceiling should be tied to the budget. Passing a deficit budget should automatically raise the debt ceiling by that amount without a second vote to approve what they just did.
Get modern with voting.
We can make secure online voting and have it provide information on the candidates and issues before getting to a voting page.
The primaries shouldn't go state by state where the early states decide who the rest of the countries choices are.
Have rounds of voting online and in booths once a month starting Feb in the election year.
Everyone votes with all candidates in for the first round. The top 8 make it to the second round.
Then top 4. Then top 2. With all states voting in all rounds.
Each party has the candidate chosen in May to get ready for the November general election.
There's no point in making changes when the Federal Government doesn't obey the highest law in the land, the Constitution.
Let's start by limiting the Federal Government to it's original Constitutional boundaries, and then take it from there.
Go back to the original set up.

It's pretty simple. Reduce the Federal Government to the responsibilities listed in Article I Section 8. Everything else falls through the 10th amendment to the States or the people.
As far as "interpretations" go, I would do away with playing words games with the text of the Constitution. For example, the "welfare" clause would not grant the Federal Government the power to hand out goodies to buy votes. The "interstate commerce clause" would be restricted to just interstate commerce.
When in doubt, err on the side of restricting the Federal Government's power. Granting the government too much power is almost impossible to undo.

So air traffic should be controlled by the states? Each state has its own rules, communications frequencies, and coordination? Each state has different regulations for airplanes? No centralized organization?
Just wanna see how this holds up to your cut and dry rules.
