I'm a junior in high school and I have PR's of 9:23 in the 3200 meter and 4:24 in the 1600m. Are these times good enough to run for a good D1 college, and do I need a faster mile?

These are pretty good and you'd probably be able to run at many smaller D1 schools, especially since you're still a junior. But as far as the bigger D1 programs, this doesn't quite cut it.
It depends on the size of the school, but you'd probably need to drop at least 9 or 10 seconds off your mile to really get any attention.
But you're in luck. At your age, as long as you stay focused and train smart, shaving off 10 seconds in a year is very possible
and dont forget about doing well in school
Those are weak PRs. Go D2 or focus on your education.

Are you smart? You could probably run for most of the Ivies with those times, especially if you improve as a senior.
I have a 4.1 gpa and a 33 on the act
My S had very similar times coming out of his Junior year 9:29, 4:22, 1:57. He ended up parlaying that into a decent athletic scholarship at a very good academic school (smaller D1) that he would not have been admitted too otherwise. FYI as a senior - due to injuries - he did not improve on his 3,200 but lowered his 1,600 to 4:19 and 800 to 1:56.
Good luck on your college search. Pick you school for the school not the coach
I'm just a couple seconds faster than you in the 32 and 16, and also thinking about places to go (junior).
DIs and especially smaller, lessor DIs aren't very good options for most. If you aren't quite good enough for the Big 5 conferences you should consider NAIA/DII to have a better overall experience.
You only run in college once, why waste it not traveling, being hurt or simply just not being competitive as an individual or team?
There is very little competitive difference between low level DI and NAIA/DII, in fact many low level DI can't hold a candle to the upper level NAIA/DII teams.

Go to one of the D3 schools with academics and running. The educational opportunities at the top academic schools are as good as at any of the top D1 academic schools.
He got a 33 on the ACT. I don't think he should be attending any DII school if he wants a future past college running.
I'll give you some rough guidelines. Based on 3200m times.
Under 9:00 -- Good enough for most of the best D1 teams.
9:00 - 9:15 -- Good enough for the teams that seem to get to nationals or challenge at regionals every year.
9:15-9:30 -- Still consider D1, but you are probably looking at teams that are not quite national caliber and are in the top half of their conference.
9:30 - 9:45 -- You are probably looking at a lower level program or walking on to a mid-range one.
From about 9:15 - 9:45 you'll be of interest to any D3 program in the country, and you should be looking at one that gets to nationals most years.
9:45 to about 10:10 you can still be a varsity runner at a good D3 program if you develop.
Over about 10:10 you'd probably be at a low level D3 program and rounding out the team. It can still be a lot of fun.
I just had a 9:35 kid on my team sign for a third scholarship at a mid-level D1 program. D3 schools were all over him. But, he made the right decision academically. I've been telling him that as long as he keeps improving D1 will be a blast for him, but if he stagnates he might end up frustrated. Looks to me like he can work his way onto the varsity in a year or two there. His issue is he couldn't find a D3 program that fit him both academically and athletically.
So, to the OP, those times are excellent, but the faster your 1600 and 800 times are the more interest you'll get. You'll have some great options, but choose mostly for academics and let running break ties.
