Is getting some mileage on a treadmill as good as mileage outdoors for a high schooler training for XC? If not, how can I make treadmill running as effective as possible?

Running on a treadmill for summer training is just as effective as running on flat ground as long as you bump the incline of the treadmill to about 1.5 or 2.0. This just makes you actually run instead of float along on the moving tread.
