There's not real reason to believe that he does. Grant has shown that he is incredibly dominant and race savvy when up against competition his age from the same country as himself. The country that he is from is by no means dominant on the world stage.
There is a chance that he will be an international player, but we have yet to see strong evidence that this will be the case.
The question is NOT if he has a chance. You still have a chance even if the odds are more than 100 to 1. He easily has a chance.
The question is what are the odds that he will medal in 2020?
No. He'll be lucky to make the Olympic team that year.

Anyone remember freshman 18 yr older German Fernandez? Kid solo'ed world indoor junior record 3:55 mile.
Went outdoors and led the NCAA 1500m gun to tape winning in 3:39 beating Heath, Emmanuel, Ulrey.
Then went to USA's ran what 13:25? For 4th.
Now look at him.
You have no idea what is going to happen to fisher. Kid is good but I don't think he has the talent we saw from Fernandez.
Actually that was two years ago at the World Youth Championships. He was the youngest competitor in the 1500 m, legitimately, and clearly was visually. He out sprinted sub 3:40 African men off of a slow pace. That says it all about the kids potential.Last year he blew everyone away with his kick in US high school track and cross country races.

Grant will win the 1500 or 5000 in 2020 depending on which one he chooses. Do you guys remember when he closed his 4:02 mile in 26 seconds? He can definitely run sub-4 at the moment. He'll be in sub 3:30 1500 shape by 2020. I also predict he upsets Cheserek at least a few times in college.

If Fisher turns pro out of high school, or a single year of college, he has a chance at medaling in 2020. If he goes to college for his his full career he will not. There are two or three college coaches that could develop him into a medalist and none of them is a school any top runner would end up at. I'm not saying he will never turn into anything if he goes to college to run, just that it will set his development back and Olympic cycle.

The odds are really very simple to calculate. There are only two possibilities - either he will medal or he will not. The odds, therefore, are 50:50.
Hell no he will get slower in College cause that what Stanford seems to do with all the top talent they get every single year. Stanford=where great runners go to die top 1-2 recruiting class every single year yet never even top 10-20 at NCAA for track men's and womens.

Derrick, Heath, Hall have done OK. I Imagine there are others but I'm too lazy to look it up.
Fisher is a very good runner, but you don't think other 18 year olds have broken 4 minutes in the world this year? Just because he can run well tactically in Cross Country doesn't mean he's going to be a medalist at all, let alone in 5 years.
He'll be burned out and most likely out with injuries by 2020.
