Seriously, people who know (musicians, music encyclopedias, music business insiders), how good is Taylor Swift? Is she as talented as Stevie Nicks? More? Beyonce level? Gillian Welch level? Beatles level? Bob Dylan?

George w bush is undefeated in presidential elections.
Taylor Swift is a singer/song writer, so she should be compared to other great singer/song writers.
Elton John is possibly the best singer/song writer, although he doesn't write his own lyrics. He had a song make it into the charts for 30 straight years, from 1970 to 1999.
Then there's Paul McCartney who wrote for both the Beatles and Wings, but it needs to be pointed out that he had some help from Lennon and Harrison.
So how does Taylor stack up against those two?
Using the Billboard top 40 charts as the measuring stick and counting the number of songs placed on the chart we get:
60 songs, 47 Beatles, 13 Wings Paul McCartney
52 songs Elton John
41 songs Taylor Swift
So Taylor is already in the same league with Elton John and Paul McCartney... and she's done it without any help from a co-writer ... and she's still only 25 years old.
If she keeps up her current pace for another 5 years she will become the greatest singer/song writer in Billboard history.
So, yup. She's that good.

So he's just a singer.
I can confidently say you know constitutional law better than music. Take that however you wish.
Using this logic, Dan Brown is a better writer than Philip Roth.
She is probably in 15:34 shape at best.
Taylor Swift does not write all her own music. She is the spawn of a large production and PR machine. For 1989, she co-wrote with Max Martin (among others). If you do not know who Max Martin is, he is responsible for pretty much all the "pop" you hear on the radio....whether you love it or hate it.http://en.wikipedia.org/wiki/Max_Martin

Tons of artists don't write their own music. Some people are performers and some are writers. The performers have to be wise in who they decide to work with so they aren't idiots as much as haters want to believe.
Nearly all actors don't write their own lines nor direct but I don't see you saying they are nothing more than a pr machine.
Taylor sends Max out on dates to pick up her sloppy seconds and find some inspiration for the songs he writes for her.

No way. She couldn't break 5:15.80 for a mile if her life depended on it.
Yes way. Seen her run a 4:15 1500 all the time back in the day.
She was singing at the same time too. Relaxed as all hell.
Back when she was cute:
She is not as good as Radiohead.
I don't keep up with today's pop, so I haven't really heard any Taylor Swift songs (knowingly, anyway). So I looked up some of her lyrics. If this song is any indicator, she must write really good melodies or something, because the lyrics are insipid:
"Shake It Off"
I stay out too late
Got nothing in my brain
That's what people say, mmm-mmm
That's what people say, mmm-mmm
I go on too many dates [chuckle]
But I can't make them stay
At least that's what people say, mmm-mmm
That's what people say, mmm-mmm
But I keep cruising
Can't stop, won't stop moving
It's like I got this music
In my mind
Saying, "It's gonna be alright."
'Cause the players gonna play, play, play, play, play
And the haters gonna hate, hate, hate, hate, hate
Baby, I'm just gonna shake, shake, shake, shake, shake
I shake it off, I shake it off
Heart-breakers gonna break, break, break, break, break
And the fakers gonna fake, fake, fake, fake, fake
Baby, I'm just gonna shake, shake, shake, shake, shake
I shake it off, I shake it off
I never miss a beat
I'm lightning on my feet
And that's what they don't see, mmm-mmm
That's what they don't see, mmm-mmm
I'm dancing on my own (dancing on my own)
I make the moves up as I go (moves up as I go)
And that's what they don't know, mmm-mmm
That's what they don't know, mmm-mmm
But I keep cruising
Can't stop, won't stop grooving
It's like I got this music
In my mind
Saying, "It's gonna be alright."
'Cause the players gonna play, play, play, play, play
And the haters gonna hate, hate, hate, hate, hate
Baby, I'm just gonna shake, shake, shake, shake, shake
I shake it off, I shake it off
Heart-breakers gonna break, break, break, break, break
And the fakers gonna fake, fake, fake, fake, fake
Baby, I'm just gonna shake, shake, shake, shake, shake
I shake it off, I shake it off
Shake it off, I shake it off,
I, I, I shake it off, I shake it off,
I, I, I shake it off, I shake it off,
I, I, I shake it off, I shake it off
Hey, hey, hey
Just think while you've been getting down and out about the liars and the dirty, dirty cheats of the world,
You could've been getting down to this sick beat.
My ex-man brought his new girlfriend
She's like "Oh, my god!" but I'm just gonna shake.
And to the fella over there with the hella good hair
Won't you come on over, baby? We can shake, shake, shake
Yeah ohhh
'Cause the players gonna play, play, play, play, play
And the haters gonna hate, hate, hate, hate, hate (haters gonna hate)
I'm just gonna shake, shake, shake, shake, shake
I shake it off, I shake it off
Heart-breakers gonna break, break, break, break, break (mmmm)
And the fakers gonna fake, fake, fake, fake, fake (and fake, and fake, and fake)
Baby, I'm just gonna shake, shake, shake, shake, shake
I shake it off, I shake it off
Shake it off, I shake it off,
I, I, I shake it off, I shake it off,
I, I, I shake it off, I shake it off
I, I, I shake it off, I shake it off
Shake it off, I shake it off,
I, I, I shake it off, I shake it off,
I, I, I shake it off, I shake it off,
I, I, I shake it off, I shake it off
Shake it off, I shake it off,
I, I, I shake it off, I shake it off (you've got to),
I, I, I shake it off, I shake it off,
I, I, I shake it off, I shake it off

Max Martin actually co-wrote many songs on 'Red' as well as '1989'. Including "Trouble" "We Are Never Getting Back Together" and "22"
I'd say at this point, the best comparison is Carole King:
Both were immensely successful songwriters/performers in their teens and 20s
Both co-wrote with a consistent partner for much of career
Taylor is a couple albums away from her 'Tapestry', but she'll get there. Her talent as a performer and songwriter is without question.
She is very talented. I took my daughters to her RED concert two years and she was a pretty good stadium performer.
Get used to it ~ she is going to be around for a while. I expect a Beck type album in the next five years.
