The NCAA eligibility rule is that you need to sit out a year of eligibility (redshirt) after transferring to another D1 school. Being on a scholarship is generally not an issue.
You can talk to a coach at a school you wish to transfer to and see if they can do anything to help with an admissions decision, and about walking on the team. They may direct you to an admissions officer if they can't help you. Assuming you can be admitted, then talk to a compliance officer in the athletics department at the new school about NCAA eligibility as a transfer. You may need to request a release from your current school so that you don't have to redshirt a year.
If you're still a lower division student, look into transferring to a community college that has a track and XC program (for your sophomore year) and that will let you transfer to the new (D1) school as a junior and plan to finish there. You won't nee to sit out a year of eligibility at a community college, and it might be easier to transfer in as a junior at the new school.
