There is an easy way to do it they run with their phone but does your friend race with their phone?
I am pretty sure with the new Timex GPS watch there is a feature that the person wearing the watch can send out an email for people to track their run.
One of my favorite races is the Heart of America Marathon that takes place in Columbia Missouri and usually only has around 200 finishers.
They only use mats for start and finish (I think they only added chip timing within the past several years). Instead of mats for intermediate splits, they have volunteers with stopwatches and clipboards every 3 miles (and for the 1/2 split, I believe). The volunteers take EVERY runner's split. The RD will email you your splits upon request after the race. He also uses this data when compiling the annual race summary that gets posted to the race website.
Just re-read this and it sounds like you mean live tracking...there is probably a phone app...if we are talking off-the-grid type rural, those "spot" things are a subscription service that work pretty well. pretty reasonably priced if you would use them a lot, but for one race, not worth the cost.
